Since the majority of NEMT rides are for individuals who require transportation to behavioral health services, SUD treatment, or dialysis, the majority of NEMT rides are to transport chronically ill beneficiaries requiring a more robust, specialized transportation benefit to more intensive and recurring treatments and services. The dominance of the chronically ill as NEMT users underscores the danger of eliminating the NEMT benefit. More than 75% of health care costs are due to chronic conditions and therefore the NEMT benefit is a key element of a coordinated care plan.
